Muskogee County is situated in eastern Oklahoma and forms part of the state’s Fifteenth Judicial District. The county seat is the City of Muskogee, and the local court system processes thousands of criminal, civil, domestic, and probate matters each year. The Muskogee County Court Clerk’s office serves as the primary custodian of district court records, responsible for filing, maintaining, and preserving the official proceedings of the court. Oklahoma defines a “court record” broadly under Supreme Court Rule 1.33 to include all case-party data, pleadings, motions, exhibits, executed warrants, summonses, complaints, subpoenas, affidavits, transcripts, orders, and docket entries created or preserved in connection with a court’s adjudicative function, regardless of format.
Individuals searching for court records in Oklahoma can draw on several official resources. The Oklahoma State Courts Network (OSCN) provides a free docket search covering Muskogee County district court cases, while the On Demand Court Records (ODCR) portal offers additional case-search and online-payment features. For broader statewide court information, OklahomaCourts.us may help users locate publicly available case data. Records can also be obtained in person at the courthouse, by written request through the mail, or through self-service terminals available at clerk offices.
How to Look Up a Court Case in Muskogee County?
Muskogee County court cases can be searched through three principal channels: online databases, the Court Clerk’s office, and municipal court resources.
Online search using the OSCN docket system:

- Enter the party’s last name and first name, or supply the case number directly.

Are Court Records Public in Muskogee County?
Most Muskogee County court records are open to public inspection. Oklahoma’s Open Records Act, codified at 51 O.S. § 24A, establishes a broad right for any person to inspect or reproduce copies of government records, including court files. No requester is obligated to state a reason for wanting access.
Several categories of records are restricted or entirely exempt from public disclosure:
- Juvenile records. The Oklahoma Children’s Code, Title 10A, makes juvenile court records confidential. Child welfare files, delinquency proceedings, psychological and medical evaluations, adoption and placement histories, and exhibits depicting child exploitation are accessible only to designated persons, agencies, or individuals who obtain a court order.
- Sealed records. A court may seal a case file when disclosure would jeopardize fair proceedings, endanger life or safety, or constitute an unwarranted invasion of privacy. Social Security numbers, taxpayer identification numbers, financial account details, credit card numbers, and driver’s license numbers are excluded from the public court record.
- Internet-restricted records. Under Rule 2.6 of the Oklahoma Court of Criminal Appeals, certain records that are available for in-person inspection at the courthouse may not appear in online databases. Examples include the personal information of seated jurors, exhibits containing a crime victim’s personal details, and post-mortem photographs or videotapes of homicide victims.
Individuals who believe a record has been improperly withheld may petition the court for access or file a complaint under the Open Records Act. Conversely, a party or non-party whose sensitive information appears in a public filing may request redaction by motion.
Muskogee County Criminal Court Records
Criminal matters in Muskogee County—felonies and misdemeanors alike—are adjudicated by the District Court. Docket information for these cases is available through the OSCN search tool, where users can filter by criminal case type and view charges, hearing dates, disposition, and sentencing details. Documents filed in a criminal case may be viewed online when tagged as PDF or TIFF files; otherwise, copies must be requested at the Clerk’s office.
Arrest and booking records. The Muskogee County Sheriff’s Office maintains a searchable online inmate roster that shows current in-custody inmates, booking dates, and charges. Victims of crime may also register with the Oklahoma VINE system (toll-free: (877) 654-8463) to receive notifications about changes in an offender’s custody status. The Sheriff’s office can be reached at (918) 687-0202, and its physical address is listed through the county contact directory.
State criminal history checks. The Oklahoma State Bureau of Investigation (OSBI) operates the state’s central criminal history repository. Two search options are available:
| Search Type | Fee | Method |
|---|---|---|
| Name-based (CHIRP portal) | $15 | Online via CHIRP, requires account creation; search by last name, first name, and date of birth |
| Fingerprint-based | $19 | In person or by mail; applicant must obtain fingerprint cards from a local law enforcement agency before submitting to the OSBI |
The OSBI also offers searches of the Oklahoma Department of Corrections sex-offender and violent-offender databases at $2 per search. Requests can be submitted by fax at (405) 879-2503, by mail, or in person (payment window: 9:00 a.m. – 4:00 p.m., Monday – Friday). Mail requests should include a postage-paid return envelope. The mailing address is:
Oklahoma State Bureau of Investigation
6600 North Harvey
Oklahoma City, OK 73116
Individuals who have been rejected twice from the name-based system must schedule a fingerprint appointment with the OSBI Ten Print Unit at (405) 848-6724. Fingerprint-based checks typically require about four weeks to process.
The Oklahoma Department of Corrections also maintains a public Offender Lookup tool for searching state inmates, probationers, and parolees by name or offender identification number.

The ODCR system provides similar functionality and enables online payments on eligible cases.
Requesting copies in person or by mail. Anyone may visit the Court Clerk’s office at 220 State Street, 2nd Floor, during business hours (8:00 a.m. – 4:30 p.m.) to inspect civil case files and request copies at $1 per page. Written requests may be mailed to:

Muskogee County Family Court Records
Domestic-relations and family cases in Muskogee County—including dissolution of marriage (divorce), child custody, child support, paternity, adoption, domestic violence protective orders, and name changes—are handled within the domestic-relations division of the District Court. The Court Clerk files and preserves all records generated in these proceedings.
Searching family court records. The same OSCN docket search used for criminal and civil cases applies to family matters. Select “Muskogee” as the county and choose the appropriate case-type filter (e.g., divorce, guardianship, adoption) to narrow results. Basic docket data—party names, case status, hearing dates—is typically viewable online.
Confidentiality limitations. Adoption case records are sealed under Oklahoma law and are not available to the general public. Juvenile-related files governed by the Children’s Code are similarly restricted. Domestic violence protective-order case files are public as to the existence and terms of the order, but certain details (such as a victim’s address listed in a safety plan) may be redacted. Individuals who are parties to a restricted case may obtain their own records by presenting valid identification at the Clerk’s office.
Marriage licenses. The Muskogee County Court Clerk issues marriage licenses in addition to maintaining court records. Under Oklahoma law (43 O.S. § 5.1), the application fee is $50, reduced to $5 if the applicants present an original certificate showing completion of a premarital counseling program. Marriage license applications and related inquiries should be directed to the Court Clerk at (918) 682-7873.
Divorce records. Dissolution-of-marriage records are filed with the Court Clerk and can be searched online through OSCN or requested in person. Copies cost $1 per page. Individuals seeking a statewide record of a marriage dissolution may also contact the Oklahoma State Department of Health, Division of Vital Records.
Birth and death records. While not court records, birth and death certificates often become relevant in family proceedings. Oklahoma’s Division of Vital Records registers all births and deaths occurring in the state. Certified copies cost $15 each and can be ordered online through VitalChek, by phone, or by mail. The mailing address is:

Eligibility to receive a certified birth certificate is limited to the record subject, a named parent, a spouse, a legal guardian, or an authorized legal representative. A valid photo ID is required. The Department of Health also maintains OK2Explore, a free searchable index of Oklahoma birth and death records that can be queried by name, gender, county, and event date.
Muskogee County Probate Court Records

In Muskogee County, all probate matters—estates of deceased persons, wills, trusts, guardianships of minors, conservatorships for incapacitated adults, and mental-health proceedings—are adjudicated by the probate division of the District Court. The Court Clerk maintains the official record of every probate case.
Locating probate records online. The OSCN docket search supports a probate case-type filter. Enter “Muskogee” as the county and select the probate category to view case numbers, estate or ward names, personal representatives or guardians, filing dates, and docket entries. Documents that have been digitized will appear as downloadable files; others require an in-person or mail request.
In-person and mail requests. Probate case files can be inspected at the Clerk’s office during regular business hours. To request copies by mail, send a written request with the decedent’s or ward’s name, the case number (if known), and the approximate filing date to:

- Inventories and appraisals of estate assets
- Annual and final accountings
- Petitions for guardianship or conservatorship
- Orders approving settlement or distribution
- Claims against the estate and objections
Guardianship and conservatorship records. These files are generally public, though records involving a minor ward may be subject to the confidentiality provisions of the Children’s Code. Records involving an incapacitated adult’s medical or psychological evaluations may also be restricted by court order. Parties and their attorneys retain full access to their own case files.
Muskogee County’s court system, as part of the Fifteenth Judicial District, processes a full range of legal matters through the district court and several municipal courts spread across the county. Whether an individual needs a criminal background check, a civil case docket, a divorce record, or an estate filing, the Court Clerk’s office and the OSCN online portal together provide the primary access points for obtaining Muskogee County court records.
